Localism Bill will bring major change for Social Housing

Communities secretary Eric Pickles has introduced the Localism Bill to parliament, paving the way for a radical overhaul of social housing.

The bill will allow social landlords to introduce fixed-term tenancies lasting as little as two years, give local authorities freedom to determine who qualifies to go on waiting lists, and allow ministers to abolish the Tenant Services Authority.

The bill will put in place the legal framework for the government’s drive to increase house building, shift planning powers to local authorities and communities and scrap regional building targets.

Housing minister Grant Shapps said: “With five million people languishing on social housing waiting lists, social housing is ripe for reform. Councils will now be able to manage social housing in a way that genuinely meets the needs of local people, and will be able to offer fixed tenancies that give people the helping hand they need, for as long as they need it.’

The overall remit of the bill is to devolve powers from central government to local authorities.

Mr Pickles said: “By getting out of the way and letting councils and communities run their own affairs we can restore civic pride, democratic accountability and economic growth , and build a stronger, fairer Britain. It’s the end of the era of big government: laying the foundations for the Big Society.’

The bill had been due last month, but was held back due to pressure on parliamentary time.
